Judgment Recovery Center of Maryland (JRCM) was founded in 1995 as Horowitz, Ryan & Bell, Ltd (HRB), a debt management and debt advisory firm, and is now dedicated exclusively to the enforcement and collection of unpaid court awarded judgments and skiptracing services. In 2017, the original principals formed JRCM, LLC to assume the business of Horowitz, Ryan & Bell, Ltd.

 

In 2022, JRCM, LLC acquired Dr Skiptracer, The Maryland Leader in Skiptracing, now providing our clients with additional enhanced services.
